How It Works?

Malaysia Digital is the engine that accelerates the growth of our ecosystem within the nine (9) focus areas; and drive digital adoption and opportunities in digital economy via the Malaysia Digital Catalytic Programmes (PEMANGKIN) and other competitive offerings.

Malaysia Digital’s inclusive approach aims to harmonise the growing Demand of digital solutions with a steady Supply of products and services, whilst continuing to strengthen the Enablers such as talents, infrastructure and regulations.

As digital technology continues to evolve, a robust digital economy ecosystem is represented by the dynamic relationship between Demand, Supply and Enablers. From the growing Demand of digital solutions, steady Supply of product and services, as well as support by Enablers such as talents, infrastructure and regulations, Malaysia Digital’s inclusive approach aims to harmonise these components to ensure a thriving and sustainable digital economy ecosystem.

Governance

With the Cabinet’s approval, a Malaysia Digital Coordinating Committee (MD-CC) has been established to coordinate a more efficient and effective governance and operation of Malaysia Digital. The MD-CC is under the jurisdiction of the Ministry of Communications and Multimedia Malaysia (K-KOMM), and the Government impresses on a whole-of-nation approach whilst emphasizes the importance of the involvement of industry players, stakeholders and the community in the implementation of various national policies.

Why the need to introduce Malaysia Digital?

MSC Malaysia was introduced 26 years ago. With the changing economic landscape, it is timely for us to adapt to the changing trends and new normal.

With a new and enhanced framework, Malaysia Digital seeks to transform the nation’s digital capabilities and boost the digital economy via the introduction and execution of various Malaysia Digital Catalytic Programmes (PEMANGKIN).

These projects are set to evolve Malaysia’s digital economy capabilities and capacities, raise Malaysia’s value proposition for digital investments, and nurture technology sectors with significant commercial and economic potential.

Bolstered by three key considerations in our proposition– Flexibility, Agility, and Relevance – Malaysia Digital will pave the way for the nation’s ongoing and future efforts to establish itself as the digital hub of ASEAN.

What does Malaysia Digital offers?

The Malaysia Digital initiative will introduce:

Malaysia Digital Status with revised conditions, governance and benefits;

The Government, through MDEC, will award Malaysia Digital Status to eligible companies that participate in and undertake any of the Malaysia Digital activities.

Malaysia Digital Status offers greater flexibility for local and international digital companies to choose from competitive offerings.

Malaysia Digital Status companies also have the flexibility and opportunity to operate, grow, expand, or invest anywhere in Malaysia.

What are the benefits under Malaysia Digital Status to companies?

Malaysia Digital Status companies will have access to a set of benefits* which include:
Foreign knowledge worker quota and passes
Tax incentives
Access to local and international markets and ecosystems
Multimedia/ICT equipment import duty and sales tax exemption
High powered implementation agency

Who can apply for Malaysia Digital Status?

Malaysia Digital Status is open to companies meeting the following minimum requirements::
Incorporated under the Companies Act 2016 and resident in Malaysia; and
Proposing to carry out or is currently carrying out one or more of the Malaysia Digital activities.
Companies have to comply with the following conditions within 12 months of date of award of Malaysia Digital Status:

How do I apply for Malaysia Digital Status?

Follow these application steps to apply for your Malaysia Digital Status.

What happens to existing MSC Malaysia status companies?

MSC Malaysia is now rebranded to Malaysia Digital (MD). Following to that
MSC Malaysia Status is now known as MD Status; and
MSC Status Company is now known as MD Status Company.
Existing location conditions will be expanded nationwide to allow companies to carry out Malaysia Digital Activities in any location within Malaysia.
Existing MSC Malaysia Status and benefits thereunder that have been granted will continue to subsist, subject to continued compliance of existing conditions.

Are existing MSC Malaysia status companies required to re-apply for status under the Malaysia Digital initiative?

Existing MSC Malaysia Status companies are not required to reapply for Malaysia Digital Status and will be automatically rebranded as Malaysia Digital Status companies.

With effect from 25 March 2022:

Company is allowed to operate and undertake its approved activities in any location within Malaysia.

Following the above, the minimum office space requirement is no longer applicable for the Company.

Will MSC Malaysia Status companies be issued a new certificate under Malaysis Digital?

Company may submit a request to MSC Malaysia Client Contact Centre (CliC) via email at [email protected] for a new Malaysia Digital Status digital certificate.

When can companies use the new Malaysia Digital Status logo?

How can the Digital Investment Office (DIO) assist investors to set up operations under the Malaysia Digital initiative?

The Digital Investment Office (DIO) is a collaborative virtual platform between MDEC and MIDA (Malaysian Investment Development Authority) to coordinate and facilitate digital investments in Malaysia. The very nature of these individuals, skillsets and capabilities are the fuel of the creative industry. The Southeast Asian landscape for these talents is as diverse as the multi-ethnic cultures, languages and traditions of over 680 million people in the region. This panel session will talk about recent research, led by MDEC in partnership with more than ten regional industry associations and over 150 studios and schools.
Nazliyah Ali Sector Head, Industry Partnership, Talent Corp Malaysia				Nazliyah primarily oversees the Oil, Gas and Energy (OGE) and Communications Content and Infrastructure (CCI) in TalentCorp’s Industry Partnership department. She has established profound relations with key players, large organisations, and leading associations of the OGE and CCI sector to drive collaborations for talent development. With over 12 years of client management, business development and sales experience in property development, advertising and banking, Nazliyah started out in TalentCorp in 2012 working on the Malaysian professional and student diaspora programmes, before transferring to Industry Partnership where she continues to engage employers, focusing on addressing mismatches between the talent market supply and demand. Prior to TalentCorp, Nazliyah was a Client Management Manager at a public relations agency where she managed prominent corporate accounts in several sectors. Cris Dumlao SIKAP, Philippines				Cris Dumlao is one of the founding members of SIKAP and its current Vice President. She has 20 years industry experience, having produced content being shown in the Asian region. She is also a multi-award creative entrepreneur, representing the Philippines in pitch competitions worldwide. Cris is currently an independent animation producer, a 3D animation specialist, and an animation consultant for Kampilan Productions, LLC and Animation Vertigo, Inc.

Nop Dharmavanich TACGA, Thailand				Nop Dharmavanich is an animation director, Motion graphics designer, and brand builder, the founder of award Tomogram studio and former President of the Thai animation and computer graphics association (TACGA) Nop graduated from Savannah college of art and design majoring in Computer Art. He has worked in almost all aspects of the industry from interactive, motion design, animation, and VFX. One of his well-known works as a director was “The story of Mahajanaka” an animation that involved more than 14 animation studios in Thailand. Nop was a president of TACGA from 2018-2022, which gave him opportunities to work with many private and public organizations, both domestic and international, in developing and strengthening the animation industry, studios as well as digital content education in Thailand. Now, he is a vice president of TACGA and a committee of the National Film Board of Thailand.

As a producer, Stu has a number of live-action and animated feature films and television shows in various stages of development, including adaptations of Alex Unlimited and Mail Order Ninja. He produced English adaptations of television and home video anime series including the hits Initial D, GTO, and Rave Master. His first major studio feature film as Executive Producer was Priest, released theatrically worldwide in 2011 through Sony Pictures. Stu has directed two feature films (his feature documentary Pray for Japan and his award-winning feature debut Van Von Hunter), the 8-episode docu-reality series America’s Greatest Otaku, and several music videos. Stu wrote the Princess Ai and Juror 13 graphic novels, as well as Karma Club and Sailor Moon novels.
